Over the last four decades the current effective tax rate of billionaires has been equivalent to 0.3% of their wealth, significantly less than a regular worker. While the international community struggle to meet the financing needs for climate action and to meet the SDGs, an inefficient global tax system enables companies and individuals to hide their wealth and escape taxation.
Join us for a presentation and breakfast-panel discussion on the possibilities and challenges of introducing a global wealth tax on billionaires. The event will start with Gabriel Zucman presenting The Billionaire Tax: A (Modest) Proposal for the 21st Century, which he also shared with the G20 in Brazil in 2024. Drawing from Norway’s experience with wealth taxation, we will continue with a panel discussion exploring key issues such as the complexities of implementing these taxes and the advantages of beneficial ownership registries.
Recent research shows that taxing ultra-high-net-worth individuals—those owning over $1 billion—could generate between $200 and $250 billion in global public revenue annually. A global minimum wealth tax of 2% is feasible and does not rely on international treaties or agreements. Instead, individual countries can take decisive steps to enhance the fairness of their tax systems using tools that have been tested in Norway.
Norway’s wealth tax system and the political debate around it offer valuable lessons for countries seeking to address rising inequality and implement progressive tax policies. This event provides an opportunity to explore how these insights could shape global policy on wealth taxation.
